The UN Security Council: Concerned about the continuing political impasse in Libya

The members of the Security Council expressed their deep concern about the continuing political impasse in Libya and their disappointment at the lack of progress, which still threatens the achievement of stability and unity in the country, nearly a year after the decision to hold elections on December 24, 2021, and more than two years after an agreement. According to the United Nations Information Center, the members of the Security Council expressed their strong support for the Special Representative of the Secretary-General for Libya and Head of the United Nations Support Mission in Libya, "UNSMIL", Abdullah Batili, and his efforts to generate new momentum in the faltering political process in Libya and improve stability in the country.
They welcomed the Special Representative's extensive consultations with Libyan stakeholders and the international community, and reiterated their call to all Libyan parties and key stakeholders to engage in dialogue with the Special Representative of the Secretary-General and each other, constructively, fully, in a spirit of compromise, and in a transparent and inclusive manner.
They called on all actors to maintain calm on the ground, and to come together under the auspices of the United Nations to quickly agree on a path forward, to finalize a political settlement, including a constitutional basis, for free, fair, transparent and inclusive national presidential and parliamentary elections, in as soon as possible throughout the country, and encourage all actors to complete their efforts in this regard.
The members of the Security Council reiterated their strong support for the Libyan people to determine who governs them through elections and to ensure that this legitimate demand is heard through the political process. They noted that all Libyan stakeholders had previously provided strong guarantees to support and respect the independence and integrity of the electoral process, as well as the results of the elections, and urged them to abide by These guarantees, in line with their political responsibilities towards the Libyan people.
The members of the Security Council reaffirmed their commitment to support the inclusive Libyan dialogue aimed, inter alia, at the formation of a unified Libyan Government capable of governing throughout the country and representing the entire Libyan people.
The members of the Security Council stressed the importance of an inclusive national dialogue and reconciliation process based on the principles of transitional justice, and encouraged the continuation of the efforts of the Presidency Council, with the support of UNAMSIL, in this regard.
They called for the full, equal, effective and meaningful participation of women at all levels, including in leadership positions, and in all activities and decision-making processes related to political transition, conflict resolution and peacebuilding, youth engagement and civil society representation.
They also stressed the importance of providing a safe environment for civil society organizations to operate freely and protect them from threats and reprisals, and the members of the Security Council noted that progress in the political process should be accompanied by constructive participation in the economic and security tracks, as well as improvements in respect for human rights.
The members of the Security Council reaffirmed the importance of establishing a Libyan-led mechanism that brings together stakeholders from across the country to set spending priorities and ensure that oil and gas revenues are managed in a transparent, fair and accountable manner for the benefit of the Libyan people and with effective Libyan oversight.
The members of the Security Council called on all parties to uphold the October 23, 2020 ceasefire agreement, and reiterated their call on all parties to expedite the full implementation of its provisions, including the action plan approved by the 5+5 Joint Military Commission in Geneva on October 8, 2021, which will be implemented. Its implementation is synchronous, phased, gradual and balanced.
In this regard, the members of the Security Council urged Member States to respect and support its full implementation, including through the withdrawal of all foreign forces, foreign fighters and mercenaries from the country without further delay.
They recalled the need to plan for security sector reform and progress towards the demobilization, disarmament and reintegration of armed groups, as agreed by the 5+5 Joint Military Committee on December 8, and stressed the need to establish an inclusive, unified and accountable civilian-led security architecture for Libya as a whole, and reiterated Their call to the Libyan authorities, including the 5+5 Joint Military Committee, to redouble their efforts in this regard.
The members of the Security Council also called on the international community to fully support UNSMIL and SRSG Batelli in their consultations with various Libyan stakeholders and international partners.
In this regard, they encouraged the Special Representative of the Secretary-General Batelli to benefit from the contributions of neighboring countries and regional organizations, in finding a lasting and peaceful solution to the Libyan crisis.
The members of the Security Council recalled that the measures provided for in resolution 1970 (2011), as amended by subsequent resolutions, apply to individuals and entities determined by the United Nations Libya Sanctions Committee to be engaged in acts that threaten or disrupt the peace, stability or security of Libya. or undermine the successful completion of the political transition process, including by obstructing or undermining elections, and further demanded full compliance by all Member States with the arms embargo imposed by resolution 1970 (2011), as amended by subsequent resolutions.
